That vessel is close-hauled on a starboard tack. I don't know why so few sails are up; doesn't look like there's much wind. Not in a hurry maybe? Full of touring passengers, it looks like.
She's the Pioneer based at the South Street Seaport, and takes tours up the Hudson. She's part motorized/sail. Been on the river since the 1880's,...I think.
